looks like first.

New equipment, no circuit to feed it
A 208V rooftop unit, a rack, or a 50A kitchen line arrives and the panel has no spare pole rated for it. The circuit comes first, then the equipment.
Nuisance trips since the last build-out
A 20A branch circuit carrying loads it was never drawn for. The answer is a dedicated run — a bigger breaker on the same conductor is a fire, not a fix.
Shell space handed over with stub-outs only
Demising walls up, power stops at the panel. Floor boxes, equipment whips, and fixture drops all still have to be pulled before you can open.
Extension cords doing permanent work
Cord-and-plug loads on temporary runs is the item fire marshals write up first, and the one that closes a space fastest.
Punch list standing between you and a CO
Missing disconnects, an unlabeled panel, conduit past 40% fill. Small items, and every one of them holds a certificate of occupancy.
Four steps, in this order.
Walk the space, read the panel
Existing load, spare capacity, and the conduit routes that already exist. What can be reused decides most of the number.
Scope, permit, schedule
Drawings where the AHJ wants them, permit to City of Jacksonville or the county building department, and work windows set around your operating hours.
Rough-in and pull
EMT, IMC, or rigid; homeruns, boxes, and supports set for the rough inspection. Overhead work happens before your ceiling closes, not after.
Terminate, test, close out
Devices installed, lugs torqued to spec, circuit directory typed, final inspection called, as-builts handed over.
