Most of 32068 is served by Clay Electric Cooperative, and a co-op runs its own process for new service and upgrades. We've worked it for years; it is not the JEA process with a different logo on it.

Properties out here are large, and the distance from the electrical room to where trucks or customers park is measured in hundreds of feet. Trenching and conductor size, not the charger, is where the money goes.
Fleet yards charge overnight, not on demand
Distribution and service-fleet properties along Old Jennings don't need fast charging — they need enough Level 2 to fill every vehicle between the last route and the first. That specification is cheaper and it lands on a smaller service.
